A 427 Ford weighs about 100 pounds less than a 428 CJ due to its aluminum intake. Those weights are off, someone is on drugs if they believe a 429 - 460 is 10 pounds lighter than an FE. Go pick up a 460 crankshaft and compare it to an FE crankshaft. Ditto the heads or block.

The 351M / 400M is an odd duck engine, with its bellhousing pattern matching a 460. Not much in the way of performance parts available, you would likely have to build custom headers yourself to put one in a Cougar.

Two engine builders I have worked with since "back in the day" would not bore a 'M' block.
