Easy job to re-seal a power steering pump. The hardest part will be removing the pulley. Borrow the power steering pulley puller from your local Auto Zone store if you don't have one.

With the window roller all the way up the seal should be tight to the bottom of the window frame. With the window half way up you will have a gap between the window and seal especially on a 67-68 with the full frame window.

The reason many parts are made in China and elsewhere is because the US has become so unfriendly to manufacturing that you simply can't make those parts here any more. Take a picture of the door data plate. it is located on the driver side door under the door latch. looks like it could be a two tone paint Cougar with that chrome trim to the roof which would add some value. if the Cougar runs and drives good and doesn't need money spent on the drive-line or engine/...

Take a hard wheel to it and cut out the bad spot. That will give you a good look inside the box. If the rest of the box is good make a patch for the hole and your done. If you find lots of rust inside then you need to look at replacing the whole box. If you have good cutting/grinding & welding skill...
