1970 dash has a wider/different opening around the steering column area to accommodate the new for 1970 locking steering column.

Digital dash should work, except for mpg features (if your car has that option)... remember 1983 was the same except they were carbureted. Cfi fuel injection came in 1984. This would be helpful for wiring diagrams etc. personally I would leave the computer in and maybe run a standalone ignition syst...

Pushrods too long, rocker arms adjusted too tight (if adjustable) would be 2 reasons... compression test would be my first step here: if it checks out, then you can start chasing down ignition and carb problems. If compression check is bad, there is an internal engine, cam, cam timing problem. Also ...

I would perform a compression check before continuing... maybe a valve ( or valves) are not closing. This would show up as no compression in that cylinder.

What's left? Headache for the next owner... I'm surprised an auction house would accept a car with essentially 2 vin numbers. The best legal solution for this car would be a state issued vin... the worst would be felony charges for the seller for altering the vin number and consfication/destruction ...
