Well if your car truely is a collection of parts then it would be possible that the cat you are trying to reattach to the center grille did not originally come from that location. It could be from a different car, perhaps even a different year Cougar and was used in a different location on the donor...

Another thing to look at would be to see if the little spring that is on the latch is still in place. They are known to break and if broken can cause this type of problem.

There is a special wrench made for this job. It has an S shape to it and allows you to remove the bolts without doing anything to the fender.
