I have a few Cougar door and buck tags. Each ring of door tags is by year and factory. My 1967 door tag ring is full, with overflow. I could work on a sheet 1967-69. You can interchange the lower shafts between tilt and fixed columns. I believe that 1968-70, and then 1971-73 all have the same tube shape and size.
Changing lower shafts is an inexpensive way to get around the tilt only rag joints.

Fixed column lower shafts are plentiful.

It has to install a specific way for the steering box and upper shaft mark for centering the steering wheel, but the shafts cab be installed 180° off.

The 220k Shelby is a concours type of restoration. It was professionally restored by a highly regarded restoration shop to original 1968 condition.
